Guest Lecture: "City Transformation - Modern Legal Tools"

As part of the course "Intellectual Property, Personal Data, and Regulatory Issues" within the MSc program "Digital Culture, Smart Cities, IoT & Advanced Technologies" at the University of Piraeus, we had the honor on March 12th of welcoming Konstantinos Karatsolis. Mr. Karatsolis is a Lawyer, Administrator, and Partner at the Law Firm "K. KARATSOLIS – E. TSIANTI & ASSOCIATES" (DTK Law Firm, dtklawfirm.gr) and a member of the Athens Bar Association. During his engaging presentation—which marked the final lecture of this course for the 1st Semester of the 7th Cycle of Students—critical issues were presented under the thematic axis "Transformation of Cities – Modern International Tools":

  • The importance of cities in human life.
  • The Legislative framework and sustainability initiatives.
  • The European Green Deal.
  • ESG (Environmental, Social, Governance) criteria.
  • Sustainability Reports.
  • The National Climate Law – Law 4936/2022.
  • The concept of the Climate City Contract (CCC).
  • Examples of "green transformation" within the European area.
  • Nature-based Solutions (NbS) initiatives and actions.
  • Cradle-to-cradle (C2C) philosophy and initiatives.
  • Right to Roam initiatives – The right of access to nature.
  • The principles to be considered in the green transformation of cities and the tackling of the climate crisis through appropriate legal tools.


About the Speaker

Konstantinos Karatsolis is a Lawyer and Partner at DTK Law Firm and a member of the Athens Bar Association. He studied at the Law School of the National and Kapodistrian University of Athens and practices law specializing in Urban, Spatial Planning, and Environmental Legislation for public and private projects. He possesses extensive experience as a Legal Advisor to Ministries and major administrative bodies, as well as a litigator in significant environmental and urban planning cases. He has served on legislative drafting committees and frequently contributes as a keynote speaker at conferences.
Since 2014, he has been a Scientific Associate for Greek and international universities in the field of Urban Planning Law. He is currently a member of the Working Group of the General Secretariat for Spatial Planning and Urban Environment, focused on designing a Roadmap for a National Observatory of Sustainable Cities. Notably, he coordinated and provided legal support for the successful candidacy of the Municipality of Ioannina in the European Mission for "100 Climate-Neutral and Smart Cities" and the submission of the city's Climate City Contract.

An author and editor of numerous legal articles and treatises, he is currently completing his PhD at the University of Patras (Department of Architecture) on the topic: "Green Transformation of Cities and Urban Law Tools.
